  4.     Who says Japan is dominated by male shogunists?  Not,
  5. apparently, the new Prime Minister, Toshiki Kaifu. Last week, in
  6. a move to improve the scandal-ridden image of his Liberal
  7. Democratic Party, Kaifu appointed two women to his 21-member
  8. Cabinet. Sumiko Takahara, 56, a writer on economic affairs, became
  9. Economic Planning Agency director, and former Labor Ministry
  10. bureaucrat Mayumi Moriyama, 61, was named to head the Environment
  11. Agency.

  13.     In a country where only three females have ever held Cabinet
  14. posts, the appointments seemed a welcome change. But the L.D.P.
  15. still has a way to go in reforming itself. Kaifu, 58, attained his
  16. office by deal-making with ousted leaders Noboru Takeshita and
  17. Shintaro Abe; in return for their help, Kaifu awarded their
  18. factions powerful Cabinet positions. And Kaifu was already
  19. bedeviled by unfounded rumors of sexual misconduct.
